LABOUR ADVOCATES SCHEME OF SERVICE REVIEW TO CONFORM WITH PUBLIC SERVICE DYNAMIC ECOSYSTEM
…As NCSU President, Sunday Adeleye Presides Over Union’s 113th Anniversary In Port Harcourt
The National President of the Nigeria Civil Service Union Comrade Oluwole Adeleye Sunday has called for the comprehensive review of the Federal Scheme of Service to conform with present reality in the Public Service ecosystem.
Comrade Oluwole Adeleye Sunday made this call during the celebration of 113 years of the existence of the Nigeria Civil Service Union which was founded on August 19th 1912 which predated the amalgamation of Nigeria in 1914.
The programme which took place at the Conference Hall of the Ministry of justice, Secretariat complex, Port Harcourt, Rivers State, equally marked the celebration of the return of democratic rule in Rivers State with the comeback of His Excellency, the Executive Governor Seminitari Fubara .
The National President who was represented at the occasion by the General Secretary of the Union, Comrade Olowoyo Gbenga, re-emphasized that the Scheme of Service, as it is today, needs to be comprehensively reviewed and reformed in order to be in conformity with the reality of the dynamic society and the general multifaceted service delivery to Nigeria populace.
The National President declared that as a matter of history, Nigeria Civil Service Union (NCSU) has continued to play a pivotal role in the emancipation of workers towards a better welfare and their career progression , the National leadership will not deviate from the philosophy of the Union in this regard .
“Distinguished Comrades, it is very expedient to inform this reputable gathering of workers that Nigeria Civil Service Union championed and fought for the payment of car and housing loans to Nigerian workers between 1977 and 1986 under late Comrade David Ojeli , who was the National President as at that time and he equally fought and challenged Federal Government when the government of the day then wanted to abolish both car and housing loans scheme” the National President declared .
He explained that Nigeria Civil Service Union has not deviated from the path of service delivery to members over a century ago.
According to him, the current National leadership of the Union under my watch as the National President of the Union as well as the National Vice President of the Nigeria Labour Congress (NLC), is presently and vigorously working in strong alliance with the office of the Head of the Civil Service of the Federation to elongate the terminal Grade level of the Executive Officer’s and other allied cadres in the Public Service to enable them progress from GL 14 to Grade levels 15 and 16 which will permit workers in this cadre and other allied cadres have fulfilled career in the service.
I want to state categorically that leadership of
other unions in the Public Service are equally working in this direction to ensure that there is comprehensive review of the Scheme of Service so as to be in tandem with the vision and mission of the present Head of the Civil Service of the Federation Mrs Didi Esther Walson-jack who is not only a game changer but also Public Service Reforms advocate, hence, there is urgent need to review the Scheme of Service to be all inclusive.
The National President congratulated the Governor of Rivers State on his return to power as the Executive Governor of Rivers State.
The programme of the day is to firstly mark the 113 years of the existence of the Nigeria Civil Service Union and also mark the celebrations of the return of our own Workers friendly Governor, His excellency, Dr Siminilaye Fubara, the Executive Governor of Rivers State

On the celebration of 113 years of existence of the Union, Comrade Oluwole Adeleye Sunday promised that the National leadership of the Union will continue to sustain the principle of Servant leadership where interest of members and welfare of staff of the Union will be at the front burner as well as sustain the mission and vision of the Union’s founding fathers.
Earlier, the State Chairman of the Union in River State who is also the State Secretary of Joint Public Service Negotiating Council Comrade Chukuka Osumah congratulated the Governor of Rivers State for his leadership style and workers friendly postures which has endeared him greatly into the minds of the entire workers and people of Rivers State
He thereafter, like Oliver twist pleaded with the Governor to continue with his Welfare oriented policies to workers of Rivers State such as the payment of one hundred thousand Naira (N100,000) annual end of the year bonus to workers , promotions of workers as and when due, provision of utility vehicle for the Nigeria Civil Service Union and provision of land to build Nigeria Civil Service Union Secretariat among others.
The occasion was attended by the Rivers State Chairman of TUC and his team, State Chairman of JPSNC Comrade Emecheta, Comrade Daniel Otakpo, the Head of Department of Establishments and Administration of the Union, who equally delivered the anniversary lecture, former State Chairman of the Union Comrade Lilly West and the ceremony was well attended by members of the Union in Rivers State .
